CARB CTC Requirements for Out-of-State Vehicles Follow
Clean Truck Check applies to your out-of-state vehicle if all three of the following are true:
Weight: GVWR over 14,000 lbs
Fuel: Diesel, diesel hybrid, or alternative fuel (CNG, LNG, propane)
Where it operates: On California public roads
Your registration state does not matter. Where you drive determines whether the program applies, not where the vehicle is registered.
What you must do to comply
Register the vehicle in the Clean Truck Check Vehicle Inspection System (CTC-VIS)
Pay the annual compliance fee
Complete the required emissions tests
Test remotely
If you travel to California regularly and your vehicle has a 2013 or newer diesel engine, you can complete your required tests electronically instead of visiting a credentialed tester. This removes the fleet downtime of taking a truck off the road for testing.

The 5-Day Pass
A 5-Day Pass allows a vehicle to operate in California for five consecutive days without having completed its emissions testing. It is available once per calendar year, per vehicle, and only if the vehicle has no outstanding enforcement actions.
Important: A 5-Day Pass does not make a non-compliant vehicle compliant. During the pass period the vehicle remains non-compliant and cannot be registered with California DMV. The pass is a temporary allowance to operate, not a substitute for testing.
